I just purchased a new laptop with the Windows 7 Home Premium 64 bit version.  While I am on the internet, the screen is constantly flashing.  What is wrong? And is there any way to stop this?

There is no problem with Adobe Flash Player and IE 8 as long as you use 32 bit version.

I guess you have Windows 7 64 bit. And you probably have tried to install Adobe Flash Player under IE 8 64 bit. It's not possible. You need to run IE 32bit:

Open Start > type Internet Explorer > (you will get two results: Internet Explorer, and Internet Explorer 64 bit) > run the first one.

Thanks for your reply.  However, running the version of internet explorer that you recommended still not fix the issue I am having.  When on the internet, my screen (only when on certain sites), is constantly flashing.  I assumed it was the adobe flash player, but maybe it is something else.  Would you maybe have any suggestions as to what could be causing this issue.  Thanks for trying to help.

Hi Golfer0971,

1. Do you get any error message while the screen flashes?
2. Is it occuring only when you use Internet Explorer?

Let us try the first three methods and if the issue still exists follow the rest of the methods listed.

Method 1 : If you have Windows 7, then you may try running the "Internet Explorer troubleshooters" on the computer.
By default, Windows 7 has the following two Internet Explorer troubleshooters:
1. Internet Explorer Performance
2. Internet Explorer Safety
Run Internet Explorer troubleshooters
1. Close all programs.
2. Click Start Start button, and then click Control Panel.
3. Click Find and Fix Problems under System and Security.
4. Click View All on the task pane on the left.
5. Click Internet Explorer Performance.
6. Click Next in the dialogue box.
7. The troubleshooter will run and fix all identified issues automatically. Click Close.

Method 2. Alter the hardware acceleration:
If updating the Video card drivers does not completely eliminate any graphics rendering problems, then it is a good idea to turn off the computer's hardware acceleration. Not all drivers support disabling hardware acceleration. To disable hardware acceleration on your computer, perform the following steps:
1. Click Start, select Control Panel, click Appearance and Personalization, click Personalization, click Display Settings, and then click Advanced Settings.
2. Click the Troubleshoot tab, and then click Change Settings.
Note: Change Settings will be disabled if the graphics card drivers do not support disabling hardware acceleration.
3. Move the Hardware Acceleration slider until it is one notch to the right of none. This is the basic acceleration setting.
4. Click OK twice, and then close the window.

Method 3.  You can try uninstalling and reinstalling  the Display adapter drivers.
Download and install the drivers manually from the website.
Uninstall and reinstall the Graphics adapter drivers:
1. Go to Start and right-click on Computers and select Manage. This will bring the Computer Management window, now on the left sidebar select Device Manager.
2. Then go to Display Adapters and right click on it's name and click on uninstall.
To reinstall the drivers right click on your card's name and finally click Update Driver Software
3. You have two options here, click the option that reads "search automatically for updated driver software".
For additional help refer to the article below:
http://windows.microsoft.com/en-us/windows7/Update-a-driver-for-hardware-that-isnt-working-properly

You can try optimizing the Internet explorer:
Method 4: Clear cached data in Internet Explorer
To determine whether a performance issue or an error message is caused by corruption in the temporary Internet files or in other cached information that is used by Internet Explorer, you must clear cached data. To do this, follow these steps.
1.      Open Internet Explorer.
2.      Click Safety, and then click Delete Browsing History.
3.      In Delete Browsing History area, click Delete.

Method 5: Run Internet Explorer in "No Add-Ons" mode
You can try Internet Explorer without Add-ons. Follow the steps mentioned below.
Step1:
Run Internet Explorer in "No Add-Ons" mode
1.      Click Start, and then type Internet Explorer in the Start Search box.
2.      Click Internet Explorer (No Add-Ons). Internet Explorer opens without add-ons, toolbars, or plug-ins.
3.      Test Internet Explorer to verify that it works correctly. If it works then you can disable add-ons (follow step 2).
Step 2:
Use the Manage Add-ons tool to determine which add-on is causing the issue
1.      Open Internet Explorer 8.
2.      Click Tools, and then click Manage Add-ons.
3.      On the Show drop-down menu, select All add-ons to display all add-ons that are installed on the computer.
4.      For each item in this list, select the add-on, and then click Disable in the Information window.
5.      When you have disabled all the items in this list, click OK.
6.      Exit and then restart Internet Explorer.
7.      If issues do not reoccur, repeat steps 1 through 3.
8.      Click Enable for a single add-on.
9.      Repeat steps 6 through 8 until you determine which add-on causes errors to occur.
For more information about add-ons refer the article mentioned below.

Method 6:
You can also try to reset the Internet Explorer. Follow the steps mentioned below.
Disclaimer: The Reset Internet Explorer Settings feature might reset security settings or privacy settings that you added to the list of Trusted Sites. The Reset Internet Explorer Settings feature might also reset parental control settings. We recommend that you note these sites before you use the Reset Internet Explorer Settings feature.
Step 1:
To reset Internet Explorer automatically ,
1.      Click the Fix this problem link in the article mentioned below.
2.      Then click Run in the File Download dialog box and follow the steps in this wizard.
Note This wizard may be in English only however, the automatic fix also works for other language versions of Windows.
Step 2:
If the problem is caused by damaged or incompatible Internet Explorer settings or add-ons, you can usually resolve the problem by resetting Internet Explorer settings.
To use the Reset Internet Explorer Settings feature from Control Panel, follow these steps:
1.      Exit all programs, including Internet Explorer (if it is running).
2.      If you use Windows Vista, click Start type the command "inetcpl.cpl" in the Start Search box and then press ENTER.
The Internet Options dialog box appears.
3.      Click the Advanced tab.
4.      Under Reset Internet Explorer settings, click Reset. Then click Reset again.
5.      When Internet Explorer finishes resetting the settings, click Close in the Reset Internet Explorer Settings dialog box.
6.      Start Internet Explorer again.
Important:
Please note that running Reset Internet Explorer Settings will reset all user-defined settings including those set by installed extensions, toolbars and other add-ons to IE Defaults. This includes all Security, Privacy and Zone settings. Also this will clear browsing history, delete all temporary Internet Files, cookies, form data and especially all stored passwords.

It took me a while to go through all of the steps above.  Unfortunately, I have to report that none of them worked.  In response to your questions, I do not get an error message and this problem only occurs while on internet explorer.  I am now thinking that maybe it has something to do with the Norton 2010 firewall.  I am not sure what to do next.  Any suggestions?

Thank you.

It won't be the solution, but can you check is that problem related also to other browser, like one of these: Firefox , Opera , or Google Chrome ?

Hi Golfer0971,

We can try uninstalling and re-installing Adobe Flashplayer and check if that helps.
Refer to the Adobe website Knowledge base article below for more information:
http://kb2.adobe.com/cps/191/tn_19166.html

If the issue still exists please check whether you face the same issue while working in the Safe Mode with Networking.

Hers is how:

1. Restart your computer.
2. When the computer starts you will see your computer's hardware being listed. When you see this information start to gently tap the F8 key on your keyboard repeatedly until you are presented with the Windows 7 Advanced Boot Options screen.
3. Using the arrow keys, select the Safe Mode with Networing option you want.
4. Then press the enter key on your keyboard to boot into Windows 7 Safe Mode with Networking.
5. When Windows starts you will be at a typical logon screen. Logon to your computer and Windows 7 will enter Safe mode.
6. Try using Internet Explorer now and check if the issue exists.

If the issue does not persist there is a possibility that a 3rd party application is causing a conflict. Let us perform a clean boot and check.

Clean Boot

You are required to perform a clean boot to find the program that is causing this and then disable or remove it.
Here is the procedure to do it:
Clean Boot Troubleshooting:
1. Click Start, type msconfig in the Start Search box, and then press ENTER.
User Account Control permission.
If you are prompted for an administrator password or for a confirmation, type the
password, Or click Continue.
2. On the General tab, click Selective Startup.
3. Under Selective Startup, click to clear the Load Startup items check box.
4. Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
5. Click OK.
6. When you are prompted, click Restart.
7. After the computer starts, check whether the problem is resolved.

If the issue is resolved check which third party is causing the problem, referring the link given below:
http://support.microsoft.com/kb/929135

8. Also you need to uninstall and reinstall the problem software on your computer.

Reset the computer to start as usual

9. After you have finished troubleshooting, follow these steps to reset the computer to start as usual:
Click Start, type msconfig.exe in the Start Search box, and then press ENTER.
10. If you are prompted for an administrator password or for confirmation, type your password, or click Continue. On the General tab, click the Normal Startup option, and then click OK.
11. When you are prompted to restart the computer, click Restart.

Hope this helps.

When you see that box come up to close out IE just hit the red box in the right hand corner of IE. If it still says there is an instance open press Ctrl+Alt+Del open Task Manager and make sure no instances of IE are running. Then you can just press Try again on the Flash Player update box.
